Management Support Policy 6920: Design Phase

Each phase of the design of a construction project shall be subject to board approval before continuing to the next design phase. The phases are:

  1. Selection of an architect.
  2. Identification of the educational specifications.
  3. Preparation of preliminary drawings, using the educational specifications. In the planning, design, and funding for new construction or major renovation of district-owned facilities it is essential to consider not only the initial costs relating to design and construction or acquisition, but the anticipated operating costs relating to the building throughout its life. Operating costs of a facility for purposes of this policy include, but are not limited to energy costs, maintenance and repair costs and costs of the work or activity performed within the facility, including wages and salaries.

    The line drawings shall illustrate and indicate the following:

    1. Site plan and building location,
    2. General room plans, including dimension factors,
    3. Elevation drawings, and
    4. Estimated total area of building and site and a cost estimate of the proposed construction or renovation.
  4. Submission of design drawings. Cost data sheets are to be submitted along with the design drawings to assure that the cost of the project is within the projected cost. The design plans are to include:
    1. A site plan with specifications regarding building size, location, room for expansion and additions, parking facilities, walkways, playgrounds and other matters relating to the physical dimensions of the proposed new site or renovation.
    2. Floor plans, with specification relating to room sizes, names, capacities, etc.
    3. Exterior elevations plans, including exterior building specifications.
    4. Detailed equipment and furnishings, including a list of materials to be used.
    5. Large scale plans of complex areas.
  5. Review of the design plans by the proper authorities for compliance with energy consumption and safety, health and fire code requirements.
  6. Preparation of drawings and documents to enable the district to obtain construction bids.
  7. Preparation of "as built" drawings for later operation and maintenance purposes.

Construction Design

After determining that a need for new or improved facilities exists, the board, with the guidance of its professional staff, will engage in the following processes:

  1. Review a site evaluation including an assessment of existing facilities, if any, on the site;
  2. Develop educational specifications recognizing instructional needs and available financial resources;
  3. Review and approve schematic design prepared by architect;
  4. Review and approve construction design including construction estimates;
  5. Call for bids; and
  6. Review and approve final construction contract.

The board shall comply with the terms and conditions as specified in the contract between the architect and the school district.
